ALCBT Project Launches Building Emission Assessment Tool (BEAT) Across Asian Project Countries with Participation from Key Government Stakeholders

The ALCBT project completed draft policy recommendations for low-carbon buildings and launched the BEAT tool to assess building emissions, with a deep-dive planned for 300 buildings across three states. It is also advancing capacity building through nationwide trainings and supporting integration of LCB practices into university syllabuses.

Draft Policy Recommendations for LCBs (to be submitted to the Government of India) has been completed

The ALCBT project conducted a comprehensive review of existing building sector policies to establish a baseline for supporting the country’s transition towards a low carbon-built environment. The  report, titled “Policy Review & Institutional Mapping of Buildings Energy Efficiency Programs in India,” was prepared in collaboration with PricewaterhouseCoopers (PwC) and launched on June 6, 2025, during a stakeholder consultation held in  New Delhi, with the participation of over 40 leading experts from the buildings ecosystem.  GGGI proposes five policy recommendations to the Government of India, including the incorporation of low-carbon concepts into the building sector taxonomy. The final report will be published on the ALCBT website, integrating insights from the consultation.

“BEAT” Developed for Accounting Lifecycle Emissions of Buildings

On June 24, 2025, the ALCBT project launched the Buildings Emission Assessment Tool (BEAT), an LCA-based platform designed to help policymakers, developers, and stakeholders calculate building emissions, from embodied to operational carbon, and thereby make informed, data-driven decisions to assess and reduce building emissions.

The event brought together over 100 participants, including key government stakeholders, industry experts, and developing partners in project countries. BEAT, developed by HEAT International, a Germany-based consortium partner, was introduced during the launch, and participants were given a walkthrough of the tool.

In India, a deep dive analysis of buildings using BEAT will be conducted on 300 buildings  across three states: Kerala, Haryana and Uttar Pradesh. The final version of the tool will be publicly available after incorporating suggestions provided by national stakeholders.

Capacity Building of Stakeholders  in the Buildings Ecosystem Initiated

The ALCBT project collaborated with three leading agencies in India:  Federation of Indian Chambers of Commerce & Industry (FICCI), Confederation of Indian Industry (CII), and the Administrative Staff College of India (ASCI), to conduct nationwide training programs. The project aims to train 1,500 individuals by 2025, with trainings being conducted across  the country.

As of June 2025, the project has successfully trained 721 individuals and certified 124 Master Trainers on Low Carbon Buildings (LCBs), thus strengthening individual capacities.

Incorporating Sustainable Building Practices into University Syllabuses 

One of the significant outcomes of the project involves incorporating LCB design standards, technologies, and practices into university syllabus in the three project states. The ALCBT project has engaged the National Productivity Council (NPC) to conduct a scoping study of the curricula of relevant undergraduate courses.
