Mitigation of Climate Change
In India, the project is developing a registry of 1,600 buildings under ECBC and Eco-Niwas Samhita, with 300 shortlisted for detailed assessment using BEAT and MRV tools. Policy reviews and institutional mapping were conducted in three states, contributing to Kerala’s Cool Roof Policy and India’s ECSBC. As of March 2025, 89 master trainers and over 200 stakeholders have been trained across key states. Consultations in Haryana and Kerala promoted registry participation. The project launched officially in both states with EMC and HAREDA. The fourth TAC meeting in March 2025 addressed implementation progress and data collection challenges, recommending alternative methodologies.
Subnational Building Assessment, Registry and Policy Support
In India, the project is developing a registry of 1,600 new and existing buildings under the ambit of the Energy Conservation Building Codes (ECBC) and Eco-Niwas Samhita. Preliminary data analysis is underway across commercial, residential, and institutional categories. From this registry, 300 buildings have been shortlisted for deep-dive assessments using tools developed by the project: the Building Emission Assessment Tool (BEAT) for whole-life carbon assessment, and a Monitoring, Reporting, and Verification tool. A BEAT offline version was tested in India, while an interactive web version is in development.
In complementary, the project conducted building sector policy reviews and institutional mapping in the three states, identifying gaps in policy, construction practices, and building approval processes. Findings were shared with government partners. Notable contributions include inputs to the Kerala Cool Roof Policy 2004-2009 and the Energy Conservation & Sustainability Building Code (ECSBC) for Commercial and Office Buildings in India.
Stakeholder Engagement and Capacity Building:
In India, the project aims to train 2,120 stakeholders across government, industry, and finance sectors. As of March 2025, 89 master trainers have been trained. Over 200 participants, including ESCOs, material manufacturers, and technology providers have joined sessions in New Delhi, Hyderabad, and Kerala. Stakeholder consultations were held in Haryana (January 31) and Kerala (March 18) to provide project awareness, encourage registry participation, and engage building owners. Registry submissions are open here.
The project was officially launched in Kerala (February 7, 2024) and Haryana (January 31, 2025), with government partners Energy Management Centre (EMC) and Haryana New and Renewable Energy Development Agency (HAREDA).
Advisory and Technical Coordination:
The project is guided by a Technical Advisory Committee (TAC), which held its fourth meeting on March 7, 2025, with 30 government and private stakeholders. Key discussions included implementation progress and challenges in data collection, especially the lack of Bill of Quantities. A subcommittee was recommended to guide alternative methodologies.
