In a landmark step towards climate-responsive urban governance, the Shimla Municipal Corporation has introduced a dedicated Climate Budget for the financial year 2026–27—demonstrating how strong institutional partnerships can translate climate ambition into tangible action.
Developed with technical support from GIZ under the Urban-Act Project, the Climate Budget Tool has enabled Shimla to systematically analyse, prioritise, and align municipal investments with climate resilience goals.
Shimla is now among the first cities in Himachal Pradesh—and one of the early adopters in India—to operationalise a structured Climate Budget Tool, embedding climate considerations directly into planning and financial decision-making processes.
